Govt. Freelancing certificate

Hi all ,

My home bank recently has asked me to provide them a govt. certificate that certify you as a Freelancer but they couldn't provide me where and how I can get that Certificate.until I provide them that certificate they will not release remittance

Could anyone in the forum help me where and how I can get that Govt. Issued certifcate.
